Bliz has said that Blink is working as intended, and we mages need to plan for terrain issues as part of our Blinking strategy.

But yes, there are times that I'm on completely flat ground, blink and go either nowhere, or backwards. It needs to be looked at, even if we can't get the ability to Blink across bridges and such.
