When your leveling of course the gear is going to look lame, they save the decent looking stuff "usually" for the higher group quest rewards or instances.
I think they can only do so much with the low resolution graphics of the wow engine.

There's lame, and then there's ridiculous. Resolution has nothing to do with lime colored items (and not small items either, helm, chest, legs) with fuschia accents.
