When I first watched it I assumed the soldiers in the valley were an army sent to take down Arthas. He then summoned the undead dragon and as it flew over the army, infected them with the scourge. Quite a disappointment on a second play through. It does kind of leave you hanging, there should have be some allusion to a great battle over in the distance that the scourge was marching off to (hence the War of Warcraft), that could be used to pull the players into the expansion.
