This could be the Lich King, this could be a lower officer type who is leading an attack on the cities.. You don't know at this point.
I personally don't think it would be Ner'zhul because they are fused, yes. But it's arthas' physical form infused with Ner'zhul's wisdom and power. I think Arthas would retain his voice. And it was already shown he has in the trailer.
Not to mention, the voice in that clip is way to angry and brutal. Even as the Lich King, Arthas would be more collected than that.
Ner'zhul is not the Lich King anymore. Arthas & Ner'zhul are. As one, fused being. It's just easiest to refer to the Lich King as Arthas because that's what his physical form resembles.
