Generic bad guys don't always sound weaksauce. Look at the voice acting in any Warhammer game such as Dawn of War most recently. The Chaos forces in said games all have horrifically overdone voices...but it works and makes them seem badass. I expect the same from Arthas.
To this end, I don't think that it's Arthas in this. Arthas wouldn't just come to a place, stand around out the front of the city and taunt people. Going into a place and just killing everyone in it is a bit...much. And boring too, really. I suspect it's a Lich or Death Knight or some other servant of darkness that gets pwned like so many villains in movies/games/comics and goes crying back to his overlord.
