Eww no, that's definitely not Kel'thuzad. Kel'thuzad has a very distinctly smooth and quality voice. The one in this sound bit sounds more like the boss at the end of the Ramparts, Vazruden: http://www.youtube.com/watch?v=ZnNHR4YiG9A (skip to about 45 seconds in) ... listen to that and then this sound bit, it's the same guy.
