From what I gather, if an orc displays no skills or abilities whatsoever, they become a Peon. A Peon is the lowest of the potential orcish "professions" and epitomises the concept of unskilled labour. With all the skilled orcs filtered out earlier in life, it is unlikely that they CAN better themselves, regardless of the opportunity. That said, I think the orcs are pragmatic enough to promote the more skilled peons to "head peon" to aid in organisation.This caste system seems a tad better than the human one, where it appears that those born into nobility tend to stay nobles whilst those born into a Peasant family tend to remain there.
