I'd guess it's more likely that we'll see the PTR patch 'in the coming weeks'. I doubt the PTRs will even go up until all the classes have had their Warrior/Hunter level talent reviews (and even then, Prot Warriors still need a review).

It's also somewhat dependant on what Blizzard does with downranking. They may save that change for Wrath itself (in order to avoid borking over BC raiding) or wait until the change is made more viable.
