I have to say I'm extremely surprised with how quickly this is hitting the PTRs. Assuming "soon" is less than a few weeks, it's breaking significantly from previous paradigms.

My best guess is that Blizzard is looking to pick up a group of testers focused squarely on the balance of the new talents and spells, rather than one heavily distracted with all the LK content.
