Fill it w/ well-geared, competent non-guildies that you've pugged with before, so you know they're good before you invite.

Protip: Put the toon's spec in the friends-list note

With complete strangers, the best you can do is armory them (though the best gear can't make up for a clueless player in a 5-man)
