I agree that its just the timing. Especially on small servers there isnt a big enough up and coming crowd that arent alts of someone in an established guild for there to be a lot of people needing to actually pug heroics for gear. So its people who want fast badge runs and thus they take people like themselves who are over geared. I can be guilty of this myself. Luckily a gear reset is right around the corner.
