That's BS. Most people nowadays at the end of BC have alts, and gearing up my 3rd alt it's quite logical I went for Merciless gear.
My mage is always top DPS in heroics, rarely pulls aggro, and can sheep and CS perfectly. No wonder, I'm a former raider who rerolled a different faction. Yet, I have mostly PvP gear with a few badge and heroic drop exceptions.
If there's anything you should look for when wondering if the person is good it's:
1. Guild - is he a member of a renowed crappy guild? A guildless person may simply mean an alt.
2. Omen - does he have it?
3. Gems&Enchants - does he have an acceptable amount? (None is a bad bad sign)
4. Language - does he talk on chat? If he does, is he polite/pleasant?
5. Specc - not every frost mage is a PvP mage for example, but if you know what to look for you know if the person chose the wrong talents for a heroic run
Those are pretty much the only 5 signs you should look for. Rest is insignificant and some PvP gear doesn't automatically mean a bad player.
