One thing that is being forgotten...Penance is great to use on those runner mobs, since, ya know, it does a little damage, too. Well, once the mana cost is adjusted.

It is a an underwhelming 51-point talent, nonetheless. http://wotlk.wowhead.com/?spell=47508 makes it an 8 second CD.
