Ask a Beta Tester: Storms of the Divine and Thunder varieties

Looking at the new Divine Shield (reduces damage by 50%) will it still drop aggro or work like a shield wall-like ability? Also will Hand of Protection (reworked blessing of protection) still drop it's target's threat?
Divine Shield still drops aggro. It works the same way it always has. However, Divine Protection is now a Paladin's Shield wall. Divine Protection is the Protection Paladin's 'oh crap' button now, and coupled with the new Lay on Hands, they're pretty set. Protadins are going to be in a really, really good place come Wrath.
As for Hand of Protection, it works exactly like Blessing of Protection did. It doesn't "drop threat" but it does make the mob/boss stop attacking the Protected person for the duration of the buff. They mob will, as always, go back to that person if they're still on top of the threat list 10 seconds later.

Do level 70 toons start off with the max amount of rest XP when we install wrath? Or will rest XP start after the game is installed?
Level 70 characters will not start with Rested XP. Enjoy your purple bar!

All across WoW Insider and in practically every response to an article here, I see some poster complaining about or sniping at Ret Paladins still being OP. Do they run rampant across Northrend? Do people beg to have them in dungeons to actually DPS? Is a Ret Paladin grinding near you a thing to fear or laugh at now?
Ret Paladins are currently very, very strong. They've been tuned down a little from the unholy monstrosities they were before, but they're still pretty strong. Most of the 'fear' was when they were tuned a bit too high and had a few hellish bugs that had them running around critting people for a bazillion damage with judgements. Ret Paladins are more viable than ever, and I am actually considering switching mains from Shadow Priest to Retribution Paladin, though I probably won't ultimately decide until right before launch.
Ret Paladins got hit hard by the Replenishment thing they pushed into last night's beta build, their naturally low mana pools don't benefit very well from the new Judgements of the Wise now, so we'll have to see how that pans out. Besides that, though, Ret Paladins are in a good spot. I don't think you will see people begging for a Ret Paladin for a 5-man dungeon, but they're pretty awesome in them. I don't think they're going to be the joke they used to be. Good Ret Paladins were always good, but they're going to be downright scary now. I love it

Do the player triggered knock backs, such as Shaman's Thunderstorm, effectively work on NPC's? Do they have diminishing returns?
As far as I've seen, they do indeed work on NPCs and I do not believe they have diminishing returns. Most of them are on pretty long cooldowns (Thunderstorm's is 45 seconds), so maybe there's a DR cap you could hit with multiple people using the same spell, but you can't hit it yourself. Either way, I don't think they're on diminishing returns.

there's the Wolvar vs Oracles factions in Sho'lazzar Basin, but apparently it's much easier to switch from one faction to another than with Scryers and Aldor

As far as I know Dalaran will be divided horde (blood elf) and Alliance (High elf)
Considering Dalaran was one of the "Seven Kingdoms" of Alliance of Lordaeron Horde player should be greatful they allow them there anyway :)

What exactly are ''UC, ORG, IF'' getting? To my knowledge, only Stormwind will be changed with the addition of a gigantic harbor and a new throne room with Varian Wrynn in it.

There were some sound files that were mined in one of the beta builds that pointed towards a world event (as well as Northrend questgivers referring back to some kind of event). WoWInsider covered it, but a quick rundown is that the Lich King is going to come attack the main cities and challenge the world to come get him.
Something was said about how a couple of the main cities will be scarred after the attack.

Divine Shield doesn't drop aggro, it works exactly like Hand of Protection (except only for physical damage), and puts you at the bottom of the threat list; they'll still attack you if you're all alone.

Judging (excuse the pun) by the new Talent Points for Prot Paladins, it seems that with both Shield of Righteousness and Hammer of the Righteous (nice inventive names, there, Blizzard! ^^) that you could essentially Fore-go the latter in favour of picking up points in Sheath of Light? This your Spell Power would be multiplied by two (or three, with Spell-Power plate) Shield and Hammer are on 6-second CDs so Frintloading with Avengers Shield and then Shield of Righteousness would probably mean enough threat anyway. Multiple mobs in the consecration, et al. Is a 00-44-25 tree viable, or do Prot guys really need HotR?

I have a question relating to the Shaman Thunderstorm. First, let me set up the situation: You're a shaman enjoying a nice EotS. You go for the flag in the middle, but are surrounded by the entire enemy faction. My question is this: will it be possible for a shaman in that situation to cast Thunderstorm and knock every member of the opposing faction off into the Twisting Nether?

In beta it's possible to use Thunderstorm to push enemy players off cliffs and boats. Perhaps they'll nerf it.

With the advent of this new pally utility in the party (replenishing mana for their party), and the relative underpoweredness of shadow priests pve-wise, will the effectively replace shadow priests in groups and raids (esp. with the retadins' awesome dps and the shadow priests' crap dps)?

from a healer's point of view, I understand that spells will get a huge casting cost and we loose downranking, but that won't be a biggie in raids where you'll have 2-3 raid mana batteries, but what happens to 5-mans ? I've seen costs for lesser healing wave of 1.5k mana, will healers be able to cope with this in instances where you may not have a mana battery with you?

WoWwiki is kinda vague and I heard something about "inscriber only" extra slots.....
