Your argument would hold water if the new person were able to get the free levels. As it stands, they can only give them, not receive them. The point is that the new person only has the one toon and is leveling all the time. The recruiter already has amain and plays that sometimes and his new low level toon with his friend sometimes. Since the new person will be out-leveling the old, he can give levels to the experienced player so they can be on even terms and run the same quests and dungeons together. It's not just a mechanism to remove leveling from the game, although that is what most people are using it for. Those people, however, already have mains and (theoretically) understand the game, they just need to learn a new class mechanic. The quests and leveling are simply redundant for them, so aside from gear it's no big deal if they jump ahead 30 levels.
