I'm afraid I'll have to disagree with you here.
Building your weapon skills while you level up
is just one of the timesinks you have to accept when you play this game. (Similar to First Aid / Fishing / Cooking.)

I should point out that my Feral Druid has very nearly
maxed out ALL of her weapon skills even though they are entirely useless in feral forms.

All for the Master of Arms achievement...

You don't have to accept Fishing as a time-sink. I have chosen to ignore it entirely (after some brief early attempts), and I feel my life is the better for having made that decision.
