People who use 1h and shield (or dual wield) should level 1h weapons. Etc. I don't think we need a unified system. A warrior not leveling his WS for his weapons is like a Rogue neglecting his lockpick or poisons skill... it's his fault, not Blizzard's.
A quick and dirty way for people who neglected their WS (and this will only work before the patch comes out) is to find a Servant of Allistarj and beat on him for an hour until you level your WS.

Should add I'm 350 1h axe, 350 Unarmed, 340 1h Mace, 340 dagger. My 2h weapon skills are between 125 and 255... I've neglected them as Enhancement Shaman as there is no need for them once I hit dual wield.
I figure I owe it to my guild and raid to be prepared to take immediate advantage of a better drop, and not have to be gimped due to my poor preparation.
For me that is just being prepared for the raid.

Used to do this, and it used to work quite well. But recently with the speedy XP gains, you can only level 1-2 weapons per level (if even) before you hear that magical "Ding!." Unless you purposively retard your XP gain just to level them up.
Who would've thought speedy XP gains were bad? Hahaha...
