Huzzah, the BElf racial is now not a compelling reason for me to be a Belf rogue. When it used to be 30 it made Arcane Torrent great to use for an extra-big burst of damage. Now I'll just feel dirty about adding to their population.

I guess if there's a lot fewer mana bars around, it means I can still use it, but gimping the energy gain still hurts.
