Dalaran continues to grow and change
Dalaran, the magical "Shattrath of Wrath," just keeps growing and changing. Mumper spelled out some of the coming changes for Dalaran. Don't worry -- it's all good news for those of us looking forward to slumming it up with Rhonin in the floating citadel.
One of the more nagging issues about Dalaran is that no matter how high above the city you fly, you get a debuff that warns your flying mount is about to disappear. You must land before you plummet to your doom. It's set up this way to help enhance the feel of the living, bustling city -- you experience it from the ground, without racing Netherdrakes swooping by you at every turn. Mumper promises they're keeping an eye on the debuff and any other issue where flying mounts might disappear.
There are many more NPCs coming for Dalaran. Vendors will have both dungeon token gear, like the new Heirloom items, and also high end Honor gear. Mumper describes a pretty awesome new NPC. Around 6pm each night, a new character will walk around the city, and light each of the lamps with a spell. It's just fluff, but it's awesome. Details like this make WoW such a rich, interesting game.
There are other bits and pieces. Characters jumping into the magic well will get teleported to one of five sewer locations. Guards will be spawn at the exit of Dalaran, to deal with any griefers trying to keep PvP flagged characters from leaving the city in safety.
And the target dummies are definitely staying.

They should allow flight as some level above Dalaran, so that you can still see some people flying if you look directly up. When players get too close to the ground, they could be automatically dismounted and given a slowfall buff so that they gently land on the ground and can get on their regular mount.

They can put up guards if they want, but that won't necessarily keep people from getting ganked.
Personally, as a mage, if I find someone flagged, I'll toss up a portal, then pop all my cooldowns and do a quick burn, then take the portal before the flagged person or the guards can retaliate.
While this may not be as viable in wrath, depending on class/gear/spell balance, as a T6 40/0/21 mage, I can generally 2-3 shot most lvl 70s in PvE gear.

Dalaran is a sanctuary-labeled zone. Meaning NO fighting.

Hehe, well my justification is that I'm on a PvE server, so I've only done it to people unwise enough to stand around a summon stone to a raid flagged or are flagged and taunting/trying to start a fight.
Once in Booty Bay, during the Fishing Event, there was a flagged lvl 10 dwarf dancing right in front of the quest turn in next to guards with the obvious intent to make people attack him and trigger the guards. Since I had my hearth set to BB to cash in the fish, I put up a portal, ganked him then hearthed back. When he came back, he was still instigating, so I joined a group with someone, put up an Orgrimmar portal, ganked him again, then used the instance RFC in Org to drop group and ghetto hearth back to BB. I repeated as long as he kept up until he finally unflagged.

I hope the guards are not as ridiculously busted as those on Quel'Danas. I quite often see Alliance blast Horde to death in the middle of town. Not only do the guards not attack the guy that started the fight, they sometimes help them, or attack you for killing an NPC too near to them.

Glad i'm not the only one that noticed this :P
I've reported the problem to Blizzard GM's on more than one occasion, and the short answer is: "It's a known bug, and will be addressed in an upcoming patch."
I swear, heads are gonna roll if IoQD isn't fixed when the 3.0 patch comes out.

I don't like the idea of yet another place I can't use my 5k mounts at. While it's nice that some designer wants their city to feel a certain way, I'm their customer, not they mine. Make the game fun. Riding around on lesser mounts is not fun.

Then use them. Dalaran's a pretty small part of Northrend. The flying:non-flying ratio is vastly in favor of flying. You can fly everywhere else, just not in Dalaran. Not like you need to fly at 280% in town anyways. With the 160% epic ground, you can run from one to the other prety quick.

Is there an even faster ground mount in WotLK despite Blizzard's claims to the contrary? In Live WoW:BC, the fastest ground mount is 100% (110% with Riding Crop or 120% with Crusader Aura).
Speaking of which, any beta tester know what's gonna happen with trinkets such as the Riding Crop? If all mounts become "spells", does the Riding Crop become a "Mount enchant/inscription", or is it still needed in the trinket slot?

there removing riding crops, carrot on sticks and other items the same from game, they say they have other ideas for mount speed increasment.
