PvE to PvP paid transfers now available
Ever since paid transfers were introduced, quite some time ago, there has been one very prominent restriction: no transfers from PvE servers to PvP servers. The general reason given for this is that it wouldn't be fair; people who level to 70 on a PvP server have a significantly harder time of it that people who do it on a PvE server, and letting people transfer from PvE to PvP is just going to encourage them to level where it's safe easy and then transfer to go around ganking and raiding and whatever else they want to do. Well, that restriction is lifted: paid transfers from PvE to PvP servers will be available from now on.
Blizzard's stated reason for this is that "providing a smooth and enjoyable experience for all players is always a priority for us," and that these transfers are being implemented "to provide players with more mobility and freedom to easily play with their friends." While these are valid reasons to a certain extent, I still think this will be pretty unpopular with players on PvP servers.

I think you hit the answer here. All the sudden changes seem to move here.
Of course that is not to say WAR will become the next WoW, but I am sure Blizz would prefer to keep as many $15/month as possible

Well, it's a shot alright (and only a few years too late), but whether it's going to hit is another matter.
And "Why play PvP on WAR when you can finally bring your Rogue over to a PvP server?" Maybe because from all accounts PvP on Warhammer is an order of magnitude "better"? As an integral part of the game it's certainly going to have some appeal for PvP'ers worn out on WoW or looking for something different.
I don't have a problem with transfers per se, but if you are going to allow them then PvE to PvP options should have been present way back when the whole scheme was started. Only making it accessible now smacks of desperation and will be clearly seen as such despite the flimsy justification put forward.
It also increasingly looks like Blizzard is priming Patch 3.0 to spoil the WAR launch next week or very shortly afterwards, which again is not only totally transparent but makes one wonder about quality control and the usual polish expected by the fan base when they're rushing to get some 'glittering prizes' out there to retain subscribers instead of taking the "when it's done" approach.

Damnit, and I just did three char transfers to get all of my 70s spread around onto the same server. I would have tossed them onto a PvE server in anticipation of leveling to 80 if I had known I'd be able to go back.

This is fine with me. I've only ever played on PVP servers, so I don't know what it's like on PVE, but leveling and questing was never difficult for me and I leveled in pre-BC. Sure, sometimes its annoying to get ganked and have your little spark pet thing burn out in hellfire and have to start over, but that really doesn't happen that often.

You don't have to worry about being ganked, but you do have to worry about someone coming up and stealing your ore node or whatever while you are fighting that mob that was right next to it. Or maybe just ride up and start mining at the same time you are trying to. And guess what? Nothing at all that you can do about it other than harsh language or a /spit emote.

I don't know why people are so upset. Personaly I've done leveling on both PvE and PvP servers and aside from the odd gank here and there (STV gets the worst of it), I didn't notice too large a difference between leveling speeds and ease of leveling.
Sure, it's easier to do SSO dailies on a PvE server, but since your limited to 25 a day, it is more of a time constraint rather than it being easier to collect large amounts of gold.
While leveling I've found that the ease and speed of leveling are influenced more by class, spec and personal play style than whether PvP is automatically enabled on your server or not. I think it's about time, I can finally move one of my PvE characters to be on a server with my friends.

Yes, this. If anyone should get props for leveling, it's the solo warriors and paladins, or the holy/resto, not the pvpers.

And of course, it was on a PvP server, to give me the worst possible first-char-to-70 experience

I am SO happy about this - I lvled (and still do) solely on PvP servers, because that's where my friends are leveling. Now I can move to a PvE server where i know other people, without the fear of being stuck on PvE servers

that's awesome, I've been waiting for this for a while, when i first started playing, my first character was on a PvE because I didn't know the difference, and I've been wanting to bring that character to the same realm as my other toon

I've leveled 2 characters on a low-pop PVP server, and I'm glad this is here. I'm not going to whine and complain that I had it hard and they didn't so they don't deserve to be on my server -- because, well, you can level on a PVP server without getting ganked much if you just know how to avoid the hot spots, or if you level in the off hours when the gankers are in bed (ie, early morning).
I'm glad players without high level friends to keep them from getting camped can level PVE and just hop on over to us.

This is great, I will shift my pve warrior over to my pvp server. Woohoo!! btw: I still get ganked at low lvls by lvl 70s. I have a lvl 17 pally on Dentarg and still get messed up in Redridge...so no the kiddies are still making like nuts for low lvls on both sides.
