If you NEED to have Hunters and Rogues in the group in order for the Tank to have enough Aggro, then all the talent changes that make "other classes more viable to take to raids, and help make min-maxing easier" are pointless. They have said time and time again. They want to get away from the concept that "you NEED this class/spec for that, and you NEED that spec/class this" So people can bring anything they want to a raid and still be successful. This is why all buffs/debuffs that do the same thing no longer stack. So you can have either "this" OR "that" class/spec.

I don't actually think it's all that counterproductive. While yes their intent is to make it more that guilds can take a wider range of classes, that doesn't mean that they aren't still basing encounters assuming that certain buffs are active.You don't -have- to take a Hunter or a Rogue into your raid, but if an encounter is designed assuming a "Misdirect" is available, then you have the option of taking either one, instead of forcing you to stack Hunters.
