To answer all the questions as best I can:

Patch 3.0 will pretty much be the state of WoW as though you didn't have WotLK itself installed. I assume this means that 60-70 XP will be cut down by 1/3, the shadows will be in game, etc. The only thing locked out will be Northrend and (probably) Death Knights.
