If they want to encourage us to use more than one arcane spell, why not do what they did for balance druids and make one spell give a buff to another spell, maybe Arcane Blast reduces the cost of Arcane Missiles, and Arcane Missiles increases the damage of Arcane blast... Of course it makes sense to reward BALANCE druids for balancing out spell use, but we mages are all about the most powerful effects we use over and over again, so it's probably better to give massive penalties rather than rewards to get us to toss in different spells...
