1) Removing ice lance spam is a good thing. Spamming an instant over and over again makes a very lame way to play the class.
2) According to some of the beta testers (I'm one, but I haven't tested this yet), FoF procs from spells that have chill effects *even if* the target is immune to the chill itself.
