They're not so much preventing a spam, more preventing the spell from being cast at all. The best way to prevent spamming would be to increase the duration of the debuff so that weaving other spells in would be plausible, and making the mana slightly worse so that there would be an incentive to weave. As it is, this just removes AB from play.
