My suggestion would be to split the debuff from Arcane Blast into a separate buff and debuff. Make the buff apply to all arcane spells and the debuff apply to only AB. This would give mages a way to "charge up" their Arcane Missiles or Arcane Barrage, a completely new mechanic that might be a lot of fun to use. I'm pretty sure the mana cost debuff would have to be reduced though. It's pretty crazy right now.
