Why is this talked about like it is used by elemental shaman in PVE?

Doing so is bad. It means you are either running in to drop it (losing cast time) or are at point blank casting spells (even worse.)

Enhance uses this the most in AE fights where they are killing a boss and there is a tankadin handy.

Tidewalker was the fight I used this the most on. That and I use it on trash in MH. Tidewalker had me seeing numbers on par with warlocks and mages thanks to this and magma for the murlocs while I was focused on the boss.

The improved version would be nice, but I am not convinced it is worth it when you have so few points to spare and you already got elemental fury.
