If you look at the straight math, currently, with 6 shamans a group could get 30 individual heroism/bloodlust buffs with 6 buffs to a group of 5 dps'ers. Thats assuming none of those shaman are resto, which would take away from a dps class getting the buff.
Post patch, in a 25 man raid, 2 shaman could grant all dps classes a heroism/bloodlust buff twice (if we're talking about rage timers, we're talking about encounters longer than 5 minutes), and you'd always be assured to have all dps classes buffed when heroism/bloodlust popped. Lets say a group has 13 dps members. 2 shaman give you 26 individual dps buffs post patch. so you lose 4% of the 30% dps buff. BUT you gain the ability to take classes with better dps than shamans, and tanks and healers are getting the heroism/bloodlust as well.
Post-patch, heroism/bloodlust will be as effective or more than pre-patch.
