I really like this idea, with one addition. As I'm a really passive sort of player, I'd like to be a spectator. Actually this is true for PvP arena too (something I'm still waiting for) but maybe this is simpler to implement. In my mind, it would be great to stick the "PvE Arena Cage" near a central city and allow other players to grab seats (hope I don't get stuck behind a Tauren) and watch. The problem with this is that it I imagine the traditional way to implement it is to "instance" the cage. This way Blizz can have multiple teams compete simultaneously. In my way, where it would be a shared world event, you would need a queueing system... which is a bit sucky. When TBC came out and everyone was doing the Ring of Blood questline, just being a spectator was quite enjoyable. If the bosses are sufficently hard and unpredicable, then it could again be fun to watch and more of a "shared experience".
