Official: talents reset with 3.0.2
I've got a special report in hand from the department of obvious news: we will all get a talent refund when patch 3.0.2 hits, still expected to be next week (four days). Just like the big pre-BC patch, 3.0.2 ("Echoes of Doom") will give us access to the new talents that we will be enjoying in Wrath of the Lich King, as well as (for many classes) new skills. And since the talent trees are so drastically changed, they probably couldn't let us keep our current specs in many cases even if they wanted to.
Obviously we won't be able to access the level 75 and 80 skills until we jet off to Northrend and get some leveling in, but a lot of skills have been retconned in, so to speak. Here are a few examples of new tricks you'll learn from your class trainers, listed with what class they're for and at what level you can learn them.
- Dismantle (Rogue, level 20). This one quite honestly looks overpowered to me (speaking as someone who plays a Rogue), but we'll see.
- Revive (Druid, level 12). Thank the maker; this has been a long time coming.
- New icon for Sentry Totem (Shaman) (not really).
There are more where those came from. And that's quite aside from the new talent trees. In preparation for the patch, WoW Insider will be running down all 27 trees in the days to come (when we're not busy reporting from BlizzCon, that is), so keep an eye out.

As for the reset of talent points, that was pretty much expected. It happened on the PTR and every other time the talents were changed so much that it could not be left alone

It's at level 20 because that's the soonest the current talent Riposte would be obtained assuming you go straight Combat. Level 20 rogues can already Disarm if they spend their points right.
And is it OP? Maybe. Maybe not.
For my level 67 Combat Rogue vs. a Fury Warrior, I can get parries easily several times a minute, each with an opportunity to disarm for 6 seconds and doing 150% damage. Granted, it only disables the main hand and only for 6 seconds, but it can happen several times a minute and isn't uncommon for me to parry again before the 6-second cooldown is up. When that happens, that's a straight 12 seconds of disarming and two Sinister Strikes worth of damage for only 20 energy.
Dismantle on the other hand isn't talented, so it's available to all Rogues, including those in more traditionally PvP-centered trees like Subtlety. It disarms all equipment, as far as I know, including ranged weapons and shields. It always lasts 10 seconds, and is completely controllable instead of based on a parry proc that you'll never see against some classes. These are all buffs. However, it's on a 1 minute cooldown. I can't speak for Arenas, but in BGs, most fights with my Rogue are over (one way or another) within a minute, meaning I'll probably only get to use it once, possibly twice if I'm lucky.
It's a big buff in some ways, and if you're a Combat Rogue, it's mostly a nerf because of the cooldown in a big way. Is it OP? Still up for debate IMHO.

I forgot to mention a few other points on the nerf side of the new ability.
Dismantle does no direct damage (vs. 150% damage on current Riposte) and costs 25 energy instead of 10.
Combat Rogues that want to PvP may still want to talent into the new Riposte (on parry, do 150% damage and 20% attack-slowing instead of a disarm) to keep from getting nerfed by the change.

Zanzi makes a good case but from my experience on the PTR, I believe it's still a parry-based proc. I haven't used it that often though so I could be mistaken.

It may be overpowered in PvP, but it's excellent in PvE; I hope that if it creates problems in PvP they simply limit it in that aspect (something like 4 seconds in PvP encounteres) instead of just killing it and making it worthless.

Given it disarms all weapons shields and items (does that include trinkets?) it's a helluva a lot OP than any other disarm ability

Shamans are so powerful all they need is a new icon.

Just what's held in your hands, ranged weapons are not affected, ie weapons and shields only. Other than applying to shields it's no different from Disarm or Snatch.

It says all weapons why wouldn't that effect ranged weapons too? A bow is not "held in your hands"? Wtf does that mean? Unless you are in the beta pls don't make assumptions and state them as fact.

You seem to think Shaman drop kicked Chuck Norris to death with your constant commentary as if it was true.
The sheer lack of actual understanding of a class that has such bad versions of things other classes take for granted astounds and amazes me.
Shaman get a CC at 80. Except it isn't a CC in PVP, it's a disarm+silence that has all the negatives of being dispelled and trinketed without the positives of being a real CC. Watching your opponent walk behind a small object to break LOS so you can't hurt them and so they can get a heal is pathetic. You don't even get to take them out of the fight as they can move to a better position and then trinket out and attack.
Shaman finally get a second school to cast for damage, but both spells are on timers. So they aren't continuing to do a ton of damage if locked out of nature. They are just hoping to limp along. Oh, that spell is about worthless for enhance now and it caused a massive nerf to lightning bolt for the sake of being used.
No real CC is still an issue leveling for instances. Elemental is horrible for scaling.
Resto does not get the massive spirit regen benefit, nor does it double dip a stat like spirit where it regens mana and adds to healing.
Enhance is still not viable in 2v, needs huge help in 3v and is okay in 5v, but still lacks basic melee tools.
Please, shut your hole already.
