That was a good question.
With min/max the way it is and how blizz always balances things in account for what we can do it could happen.
The idea of having dual specs is to have the option for a second spec, not just to have another must have spec.
Like shamans going from elemental in a heavy unfriendly fight then enchancement for the timed encounter boss with low armor.
