This is slightly inaccurate. This spell DOES allow shatter combos and here is why:
This spell is a buff that consumed when the spell HITS the target. If you are standing outside of 20 yards from your target you can get off an initial frostbolt (consumes first stack), then a frostbolt/ice lance combo. Thats THREE +50% crit chance spells, packed into this talent. If you have played around with Frost on the training dummies on a level 80 premade, you will know for certain the value of this extra ice lance crit.
I am not sure if this is intended use, but for now it is an awesome part of this spell.
