I think you are all missing the big picture in dispersion, it can happen when feared,stunned or silenced, plus reduces damage while you regen, also you can move while it is on, it is not as pure as abubble or an iceblock, but all in all if you take high end pve battles it has a use in every single one, there is not a single battle you will not either: be feared or be silenced or stunned or run for 6 secs around not casting spells or not take a pounding every 3 min. unlike evoc/bubble/ice block this is much more flexible, i completely disagree that this is just a pvp talent, you will soon see it will be practicaly imposible to raid without it.
