Of course this is helping people learn to raid at 80. Have you ever played any sports? You practice, then you play scrimmage games, which are easy with nothing on the line. That's to get your skills down, and learn the execution. Then when game time comes, everything is is ramped up.
Same principle can be applied to raiding. You have your easy practice now, people start to learn their abilities, it gets them fired up. By the time they hit 80, they will at the least have some idea what raiding is about. And if it's too difficult for people, then they'll be able to see the Northrend raids right after patch 4.0. No big deal.
