I've the feeling that the majority of common folk has never even heard of Ner'zhul, since only the Damned ever seemed to use his name; and most people who heard them utter those words likely ended up as undead slaves.Arthas however was a big shot, the fallen prince of Lordearon, a celebrity. After he killed his father, Uther and a score of other holy persona, it was his name sporting the covers of every major Azerothian gossip magazine - not Ner'zhul's. Adding to that that the Lich King still 'looks' like Arthas and not some orc, its no surprise everyone still refers to him as such.
