Lore-wise, it's probably because virtually nobody even knows Ner'zhul is/was the Lich King at all. Even though he was a major figure in the Orcish history and during the Second War, I don't think it's very well known in-world that he was turned into the Lich King by the Burning Legion.Outside of the lore, many more people played WCIII than played WCII, and they only ever saw Ner'zhul as a suit of armor in a casket of ice. Arthas, on the other hand, was a major player that they controlled for a large chunk of the game.
