Actually if you're crazy (like me) and discipline, you can still do multi-target healing. With glyphs, holy nova and CoH are actually on par with each other (although holy nova technically has slightly higher heal per second).

I've always been a Gheal junky, but replacing gheal with penance (for now) is actually an interesting idea. Doubt I'll use penance much in battlegrounds since that's essentially the equivalent of a huge neon sign over your head with an arrow that says "KILL ME", but a cool idea for pve.

I love defending the flag with it, even though its not great tactics. Get a melee class or two to stand down the bottom and you go up onto the roof so you're hanging just over the ledge. I was able to keep up to three people in the flag room up by spamming heals.
My rotation would be:

1. Penance (start cd whenever possible)
2. PoM (instant heal in pvp tyvm)
3. Shield

And a few Flashes whenever appropriate.
