I have to wonder why Blizzard doesn't allow these dummies to grant weapon skillups. Especially now that the mobs around the Dark Portal no longer do.

For precisely the same reason that the ones around the Dark portal no longer do.

They want you doing it the hard way, not by selecting auto attack and going out to the cinema.
