The spawns can be crowded at times, but I did it last night at around 10pm PST and was able to farm 8 runes solo in about 15 minutes as a protection pally. It definitely wasn't as crowded as when I tried earlier in the day, but there was still a decent amount of competition for the mobs. It would definitely be harder, if not impossible, for someone who doesn't have an instant attack to tag a mob.
