Is this an alliance thing? None of the horde commoners that I'm seeing have a quest to offer me. Putress' quest was there, but not the commoners'.

I've yet to find it either. It may be that Allys are getting those quests and not Horde.

There are both Horde and Alliance quests for this. Check in the area around Aldor bank.
