I must be missing something, but I can't find any commoners in the main cities on my server (Mug'Thol) offering that quest. All they say is how they're looking forward to H'ween to be over so they can smash the pumpkins.

It seems that some commoners have the quest and others don't. On my server, for example, the commoners in front of Stormwind bank didn't have it, but the ones in front of the flightmaster did.
