I suppose you can say that the filler spots will be filled with pure dps because of the 5% difference in DPS. But why? When dual specs come around pure classes are screwed. They can't change from dps to an extra heal if it's needed for a fight. They can't change from dps to a tank because it's found out that there are a lot of adds in a fight.
So it depends what you think is better, 5% dps or the flexibility of having those extra tanks/healers if needed.

No, but you can switch from a spec that favors standing still and bombing away to another which does higher sustained DPS while moving... think Destro vs. Afflic. Locks. I don't know mages, but I'm sure some specs are better for different fights than others.
The incessant QQ'ing over why one class will be harmed by change over another gets really old.... as if Blizzard hasn't thought about these issues at all.

I'm a long-time PvE advocate and I see your point in a raid setting. Hybrid classes (paladins and druids) or classes that can fill 2 roles (priests, warriors, death knights, shamans) are going to be mighty effective to some extent compared the rest.
Let us look at the rest:
- Warlocks: Substained dps with raid wide debuffs (Affliction) or Burst Damage with some pvp abilities (Destruction)
- Hunter: You can spec Beast Master or Marksmanship, bring good raid wide buffs and do good damage in pvp. But what if your raid needs extra mana regen, then just spec survival!
- Mages: Preparation utility and different specs: Arcane is Buff/Debuff/Mobility. Fire is crazy crit burst damage. Frost does controlled burst and does cc.
- Rogues: Not much here except more substained dps or poisons. But it's always fun to change playstyles according to some drop you have during the night.

This assumes that people will not be swapped in when necessary. For progression raiders, this is the norm, not the exception.

And off-tanking/CC with pet and wipe prevention with SS, etc.

And off-tanking with Pet and the best puller in the game with MissDirection/feign death, etc.

Polymorph=Best CC in the game. Raidwide Crit buff, Int buff, etc.

One of the better CC classes with Sap and stun lock, gives extra threat to the tank.
I think all 4 of the "pure" classes bring a lot to the table besides DPS.
