Yep, this does seem to counter Blizzard's whole "bring the player, not the class" philosophy they've applied to tanking. With the new LHW glyph and Improved Water Shield talent, shamans gained a lot in terms of single target healing efficiency and output (not quite as good as a pally, but a lot closer than we used to be). It would have been nice to take a stab at tank healing knowing there are other classes capable of carrying the AoE heals load, but it looks like it'll still be chain heal whack-a-mole for the foreseeable future.
