He doesn't mean dual-wielding 2 Kalu'ak fishing poles. He means dual-wielding the Kalu'ak fishing pole with another +fishing pole. Say the Kalu'ak pole and Seth's Graphite Fishing Rod, to combine for a +50 fishing bonus.

Sorry, Titan's Grip specifically states its effect is limited to two-handed maces, swords and axes. No polearms, and presumably no other kinds of poles either.
