if you're going prot and looking to solo level maxing out your shield block and strength is the way to go. My shield slams are critting for ~2000 and I'm in partial Kara gear with SSO exalted sword and shield.

if i activate Coren's Lucky Coin and shield block before i do my Shield Slam the crits get closer to 3000. With sword and board proccing every so often that leads to a pretty decent stream of damage against even level mobs.
