There's no way that there wasn't a big chunk missing out of the middle of the event. I don't think that's surprising considering the limited amount of testing that they can do. The event didn't go to the PTR so they must just test it on a private server. My bet is that since they couldn't have had many people on the server they underestimated the effect that the zombie invasion would have, so they ended it early. Probably at the point that it ended it had scaled to what they envisioned at the endpoint of the zombie invasion. Then since they ended it early it didn't make a whole lot of sense to have Mr. Putress come out a couple days later and announce he had found a cure.
I think that there wasn't really any harm in the Argent Dawn handing out epics like candy, and they probably could have made them a bit more costly and even added some items to keep people interested in the necropolises.
I must agree with the idea that it would be much cooler if the event changed the old world in more profound ways.
