Easiest way I've found to deal with these guys is to just cast my normal fire rotation until they throw up their sheild. Once it's up, spellsteal it and continue on your way. I prefer this route as it still allows me to benefit from all my fire talents and not lose out any extra damage or crits or what have you, seeing as I have no talents in the frost tree. :)
