Locks have been able to summon in Netherstorm for quite a while now. Maybe I've just been dreaming the past year though.

Aye, since patch 2.4 it has been that way.
The original lore stated something to the effect of the chaotic energy in Netherstorm making a warlock's summon magically impossible. The reason behind this was because of the zone's instances and the fact that they could not be reached without a flying mount. Blizzard initially took the easy way out and made the spell uncastable.
