As disgusting as it sounds, the decision of purging the entire city may be the best course of action given your resources."Quarantine the city, and/or individual houses within it? People who aren't infected can then go free. Defer to Uther's wisdom? In a sense that's the coward's way out, just passing the buck, but then again, maybe Arthas' mentor really could have thought of something. Only kill the citizens after they die and come back? It's more risky than killing them in their beds, but it's still worth a shot. Or how about trying to heal the victims? It may sound dumb, but in the Warcraft III campaign, I'm pretty sure no one even had the chance to try to heal someone suffering from the undead plague. Even if they had tried off-camera, you'd still think Arthas could have made one last attempt before ordering the purge of an entire city.To put it simply, Arthas ordered a pogrom, and when Uther and Jaina objected, he pulled rank as the prince and disbanded the Order of the Silver Hand rather than listen to Uther. You're right, Arthas had no good choices, that was the Lich King's whole plan. But what he wound up doing as pretty much the worst choice possible.
