They were not in the Burning Crusade expansion for quite some time either. After a patch, they randomly started appearing again. What I think is happening is that they are waiting for an appropriate amount of folks to get to the level cap so that they won't be constantly farmed for case.

Runic Healing Pots = $$$ on my server at the moment.

When the prices start to drop, then they can implement them again so that they don't throw the economy out of whack prematurely.
